Request for Rehearing and Clarification of the Order on Rehearing and Modifying Interim Generation Market Power Analysis and Mitigation Policy of EPSA

Conclusion

This proceeding has been going on for several years, and EPSA is very pleased that the Commission will be addressing the issues of market power comprehensively in a rulemaking docket. Nonetheless, EPSA has significant concerns about the generation market screens and mitigation measures adopted on an interim basis in this Order. EPSA urges the Commission to adopt the recommendations herein, remain focused on structural, not behavioral, solutions and avoid remedies that unintentionally undermine the development of robust competitive markets.
