Motion of EPSA for Leave to Intervene and Protest on Entergy's Generator Imbalance Agreement
Preface
Pursuant to Sections 212 and 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. §§ 385.212 and 214, the Electric Power Supply Association (EPSA) respectfully files this motion for leave to intervene in the above-captioned proceeding. On June 1, 2004, Entergy Services, Inc. filed revisions to its standard Generator Imbalance Agreement (GIA) seeking an effective date of August 1, 2004. EPSA requests that the Commission:
(i) suspend the revisions for the maximum period and hold a technical conference or,
(ii) reject the filing in its entirety and direct Entergy to file a new proposal after receiving input from market participants.
