Motion to Intervene
EPSA is the national trade association representing competitive power suppliers, including generators and marketers. These suppliers, who account for nearly 40 percent of the installed generating capacity in the United States, provide reliable and competitively priced electricity from environmentally responsible facilities serving global power markets. EPSA seeks to bring the benefits of competition to all power customers.
Many of EPSA’s members are authorized to sell energy and ancillary services in Entergy’s Service area. EPSA members also presently own, or are currently developing, generating projects in the Entergy area or in adjacent regions deliverable to the Entergy service area. As a trade association, EPSA supports competition that is fair and non-discriminatory so that all generating facilities in the Entergy Service area, including generation owned by Entergy, are able to compete on an equal basis. Entergy’s GIA, and the Generator Regulator Service (GRS) included therein, raises serious questions whether competition on fair and non-discriminatory terms will be furthered by the Entergy proposal. Accordingly, EPSA has a direct and substantial interest in the outcome of this proceeding that cannot be adequately represented by any other party.
