III. Conclusion
For the reasons explained above, the Commission should order Entergy into SPP, since it is the most efficient and effective way for regional competitive wholesale markets to evolve. In the meantime, it is important that the Commission manage Entergy’s transition to more competitive markets by implementing the recommendations of the Joint Response to mitigate Entergy’s market power. Should the Commission consider Entergy’s proposed tariff changes and ICT creation as an interim step to full integration in an RTO, the Commission must require significant modifications to ensure the ICT’s independence from Entergy, to require the ICT’s transmission planning and pricing policy comply with Order 2003-A, and to mitigate Entergy’s market power in the region. Preferably, the Commission should reject the filing as inadequate to move the mid-south and southeastern wholesale markets forward.
