CONCLUSION
Therefore EPSA supports the protests and comments filed in this proceeding by the Process Gas Consumers (PGC), the Independent Petroleum Association of America (IPAA), and the Natural Gas Supply Association (NGSA). The comments of these organizations provide the necessary background on the basis for the 1998 settlement and the reasons the Commission should use to honor the terms of the 1998 settlement -- phasing out the surcharge and using voluntary funding going forward. Therefore the Commission should respect the 1998 settlement and reject GTI’s application.
