EPSA 's Motion to Intervene and Protest Gas Technology Institute (GTI) Proposal for Advance Approval of 2005-2009 RD&D Plan
PREFACE
Pursuant to Section 211 and 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (Commission), 18 C.F.R. §385.211 and 18 C.F.R. §385.214, the Electric Power Supply Association (EPSA) files this motion to intervene and protest the above-captioned proceeding. On July 1, 2004, the Gas Technology Institute (GTI) submitted an application to the Commission for advance approval of a 2005-2009 RD&D plan and 2005 RD&D Program and Jurisdictional Rate Provisions to fund a 2005 RD&D program. As large buyers of natural gas and large sellers of electricity, EPSA members are significant consumers of natural gas and must recover the cost of the gas from market prices. Accordingly, EPSA has a direct and substantial interest in the outcome of this proceeding that cannot be adequately represented by any other party. EPSA opposes this proposal because it (1) is inconsistent with the settlement agreement approved by the Commission, (2) unreasonably increases interstate transportation and storage costs, and (3) is not in the public interest.
