EPSA's Comments on the Financial Reporting and Cost Accounting Oversight and Recovery Practices for RTOs and ISOs
PREFACE
The Electric Power Supply Association (EPSA) appreciates the opportunity to comment on the Federal Energy Regulatory Commission’s (FERC or Commission) Notice of Inquiry (NOI) issued on September 16, 2004 relating to accounting, financial reporting and cost recovery for regional transmission organizations (RTO) and independent transmission organizations (ISO). As explained below, EPSA welcomes this opportunity to review and consider updated practices relating to RTO/ISO accounting, financial reporting and cost recovery to better reflect functional differences between RTO/ISOs and vertically integrated utilities, improve the transparency of RTO/ISO budgeting and cost management processes, and thus, promote more efficient transmission and market operation.
