EPSA's Comments on the Financial Reporting and Cost Accounting Oversight and Recovery Practices for RTOs and ISOs

CONCLUSION

EPSA reiterates its support for the Commission’s ongoing effort to establish RTOs/ISOs that promote reliable system operations and administer robust competitive markets. The NOI raises important questions relating to RTO/ISO cost accounting, and represents an effective vehicle to help develop the best framework within which stakeholder concerns can be fairly and meaningfully addressed. Therefore, to advance this initiative, EPSA recommends that the Commission conduct the series of technical conferences, as discussed herein, to give industry stakeholders and the Commission a chance to engage in an open dialogue on this critical matter.
