EPSA's Motion For Leave To Intervene and Comment In Support of PJM
PREFACE
Pursuant to Section 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. § 385.214, the Electric Power Supply Association (EPSA) respectfully files this motion for leave to intervene in the above-captioned proceeding. On November 4, 2004, the PJM Interconnection, L.L.C. (PJM), filed proposed costs of generating units for providing black start service in the Commonwealth Edison Company zone to be recovered under Schedule 6A of the PJM Tariff in lieu of the formula rate specified in the Tariff. On November 12, 2004, the Commission issued a notice setting November 26, 2004, as the deadline for filing interventions and comments in this proceeding.
