EPSA's Motion to Intervene Out of Time and Comment on MISO's Compliance Filing to Add Attachments
PREFACE
Pursuant to Rules 212 and 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. §§ 385.212 and 385.214, the Electric Power Supply Association (EPSA) hereby moves to intervene out of time and comments in the above-captioned proceeding. On November 8, 2004, pursuant to Section 205 of the Federal Power Act, MISO filed proposed revisions to its Open Access Transmission Tariff (OATT) in compliance with the Commission’s July 8, 2004 Order and the Notice of Extension of Time issued on August 26, 2004 . The instant filing responds to the Commission’s directive that MISO develop generator compensation schedules for emergency redispatch during Emergency Conditions and rescheduled maintenance outages (Attachment Y and Attachment Z.) As explained below, EPSA appreciates the need for clear and fair procedures to address emergency conditions and, subject to certain clarifications and modifications described below, generally supports the filing.
