CONCLUSION
For the reasons explained above, EPSA urges the Commission to carefully review the process outlined in proposed Attachment Y and Attachment Z. These modifications will help ensure that the provisions relating to voluntary planned outage rescheduling are applied in a manner that does not disadvantage generators or create potentially discriminatory and preferential outcomes.
