EPSA's Comments on Assessing the State of Wind Energy in Wholesale Electricity Markets
Preface
On December 21, 2004, the Commission issued a Notice Requesting Post-Technical Conference comments on the state of wind energy in wholesale electricity markets. The conference, held December 1, 2004, focused on potential policy changes to accommodate wind energy participation in wholesale electric markets and generated a broad list of action items. The Electric Power Supply Association (EPSA) welcomes this opportunity and hereby files these comments. Several EPSA members have wind generation and are significant electric wholesale market participants and transmission system users. Therefore, EPSA members have a specific interest in the Commission’s assessment of wind energy, as well as an avid interest in transmission issues.
