EPSA's Comments on Assessing the State of Wind Energy in Wholesale Electricity Markets
Conclusion
Significant transmission issues should be addressed generically on their own merit. The Commission would be better served by focusing primarily on general Order No. 888 reform for transmission service, rate and planning issues first. Discreet wind generation issues can then be identified separately and addressed in this proceeding.
