EPSA's Motion For Leave to Intervene and Comment on Entergy Services Inc.

Conclusion

Should the Commission consider Entergy’s proposed tariff changes and creation of an ICT as a transitional step in the development of well-functioning competitive electricity markets, the Commission must ensure the ICT’s independence from Entergy by making the ICT a FERC jurisdictional public utility. The Commission should also require that the ICT’s transmission planning and pricing policy comply with Order 2003-B.
