Pursuant to Rule 713 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. § 385.713, the Electric Power Supply Association (EPSA) hereby files a request for clarification or, in the alternative, rehearing of the Commission’s “Order on Rehearing and Compliance Filings and Terminating Proceeding” issued in this docket on January 25, 2005, 110 FERC 61,053 (2005) (January 25 Order).
