EPSA's Request for Clarification or Rehearing on Reporting Requirement for Changes In Status for Public Utilities with Market-Based Rate Authority
Preface
The Electric Power Supply Association (EPSA) supports the Commission’s efforts to establish and clarify guidelines on the reporting obligation for changes in status which apply to public utilities authorized to make wholesale power sales in interstate commerce at market-based rates. The final rule will benefit competitive wholesale electricity markets by identifying the potential exercise of market power in a timely manner.
EPSA asks, however, that the Commission clarify certain parts of Order No. 652. Specifically, EPSA seeks clarification on the timing and implementation of the rule. EPSA also requests further clarification of the triggering events that require change in status reports.
