EPSA's Motion to Intervene Out of Time and Comments on the SPP Open Access Tariff Revisions
Preface
Pursuant to Rules 212 and 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. §§ 385.212 and 385.214, the Electric Power Supply Association (EPSA) hereby moves to intervene out of time and submits these comments in the above-captioned proceeding. On February 28, 2005, pursuant to Section 18 C.F.R. § 35.13 of FERC regulations, the Southwest Power Pool (SPP) filed proposed revisions to its Open Access Transmission Tariff (OATT) to implement a regional cost allocation plan and to comply with the Commission’s February 10, 2004 order in Docket RT04-1-000. SPP’s filing responds to the Commission’s directive that SPP develop and file a transmission cost allocation plan. As explained below, EPSA appreciates the need for clear and fair procedures to address transmission upgrades that have been vetted with stakeholders in order to reduce costs for consumers by improving the regional transmission grid. Therefore, EPSA supports the filing and urges the Commission to approve it without delay.
