EPSA Comments On The Establishment and Use of Reference Prices
Preface
The Electric Power Supply Association appreciates the opportunity to comment on the Federal Energy Regulatory Agency’s (FERC or the Commission) “Notice Inviting Comments on the Establishment and Use of Reference Prices,” issued April 1, 2005. The notice opens a policy proceeding to consider the issue of reference prices and of the conduct and impact approach to mitigation by certain Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs) and their market monitors.
