EPSA Comments on Long Term Transmission Rights in Markets with Locational Pricing
Preface
The Electric Power Supply Association (EPSA) appreciates the opportunity to comment on the Federal Energy Regulatory Commission’s (FERC or the Commission) “Notice Inviting Comments on Establishing Long Term Transmission Rights in Markets with Locational Pricing,” issued May 11, 2005 (May 11 Notice). The notice poses several questions on the need for long term transmission rights in organized wholesale electricity markets, possible impacts of their introduction and options as to how such rights might be considered and implemented by certain Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs).
