EPSA's Request to File Out of Time and Comments on Entergy's ICT Proposal
Conclusion
Entergy’s proposed tariff changes and creation of an ICT represent an important transitional step in the development of well-functioning, competitive electricity markets. In order to continue progress toward more independent and non-discriminatory operation of the transmission grid in the Southeast, EPSA urges the Commission to capitalize on the opportunity presented by the ICT proposal. However, the ICT must be properly structured in order to achieve the Commission’s goals. Hence, the Commission must ensure that the ICT is fully independent from Entergy and significantly modify the transmission pricing policy. Further, EPSA urges the Commission, when it considers the WPP, to modify that proposal so that it, in combination with the ICT, will form a foundation to establish fair, open, non-discriminatory competitive wholesale markets on the Entergy system.
