EPSA's Motion to Intervene and Comment on PJM's RPM Proposal
Preface
Pursuant to Rules 211 and 214 of the Federal Energy Regulatory Commission’s (“Commission” or “FERC”) Rules of Practice and Procedure, the Electric Power Supply Association (EPSA) hereby files comments on the August 31, 2005 filing of the PJM Reliability Pricing Model (RPM) proposal, which would replace the existing capacity construct in PJM. The filing proposes to amend PJM’s Open Access Transmission Tariff (OATT), its operating agreement and various reliability assurance agreements.
