EPSA's Motion to Intervene and Comment on Blementhal's ISO-NE Complaint
Preface
Pursuant to Sections 211 and 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (“FERC” or “Commission”), 18 C.F.R. §§ 385.211 and 385.214, the Electric Power Supply Association (“EPSA”) respectfully files this motion for leave to intervene and comment in the above-captioned proceeding. On September 12, 2005, Richard Blumenthal, Attorney General for the State of Connecticut (“CTAG”), the Connecticut Office of Consumer Counsel (“CT OCC”), the Connecticut Municipal Electric Energy Cooperative (“CMEEC”) and the Connecticut Industrial Energy Consumers (“CICE”) (collectively, “Connecticut Parties”) filed a formal Complaint against ISO-New England, Inc. (“ISO-NE”) pursuant to section 206 of the Federal Power Act and Rule 206 of the Commission’s Rules of Practice and Procedure, seeking to amend the ISO-NE’s Market Rule 1 with regard to the compensation of electric generation facilities in Connecticut. The Commission should reject the Connecticut Parties’ Complaint.
