Statement of Issues
A. EPSA makes a motion to intervene and comment in this docket, and otherwise meets the standards for comment and intervention under 18 CFR § 385.211 and 385.214 (2004).
B. The Commission should find that the Illinois Auction Proposal (IAP) proposed by Commonwealth Edison Company satisfies the Edgar safe-harbor standard for affiliate transactions.
