EPSA Protests MISO Proposal to Change Generator Outage Schedules
"Not only is the proposal at odds with other RTO models, but MISO has given no apparent justification for the increased authority sought or for moving the outage planning horizon from one year to up to three years. In essence MISO proposes to use a sledgehammer to fix a problem that has neither been explained nor put into any context that implicates the reliability of the system."
WASHINGTON, D.C. - Yesterday, the Electric Power Supply Association (EPSA) filed comments with the Federal Energy Regulatory Commission (FERC) opposing the Midwest ISO's (MISO's) proposal to change generator outage scheduling procedures. MISO's proposal is inconsistent with other RTO generator outage scheduling requirements and MISO has given no apparent justification for the change, EPSA said.
On October 28, MISO had filed a proposal with FERC asking generators to plan outages two years in advance and making the circumstances under which generators can reschedule those outages more strict. EPSA's filing today calls MISO's proposal "discriminatory," noting that while generation outages would have to be scheduled at least two years in advance, transmission outages only have to be scheduled two weeks in advance.
MISO's proposal is more restrictive than other RTOs, EPSA says. "Even the other RTOs that MISO points to in its filing offer generators the ability to create a dynamic outage schedule that can be changed within reasonable reliability parameters at the generator’s request," the filing says. Because MISO never expounds on why these changes are necessary, EPSA asks FERC to reject MISO's proposal for generator outage planning.
