EPSA Applauds Bipartisan Policy Center Report As To Demand Response
WASHINGTON, D.C. - Electric Power Supply Association (EPSA) President and CEO John E. Shelk released the following statement after attending today's release of a new report by the Bipartisan Policy Center (BPC), Capitalizing on the Evolving Power Sector: Policies for a Modern and Reliable U.S. Electric Grid:
EPSA applauds the Bipartisan Policy Center for convening a distinguished task force of former government officials, power sector executives, academics and environmental advocates to examine public policies related to the nation's power grid. The BPC has a well-deserved reputation for reaching across the political aisle and out to varied interest groups to forge consensus. This report is no exception. EPSA looks forward to examining the report in detail.
EPSA particularly appreciates the report's recommendation on the proper role and regulation of demand response. EPSA has long stated that there is an important role for demand response to play, but given that the power grid is a network both physically and financially, exactly how demand response is regulated is vitally important. EPSA is pleased that the experts on the BPC panel agree.
The report's demand response recommendation reads (page 52) as follows:
The task force generally supports policies that will encourage the further active participation of demand-side resources in electricity markets. Because grid operators must be able to rely on this resource at times when the grid is under stress, programs that allow customers to opt out of load adjustment when called upon must be carefully managed.
Market operators and regulators should permit demand response resources, including demand response aggregators, that are capable of performing in a manner comparable to conventional generation to participate in electricity markets and auctions on the same terms as generation resources.
