EPSA COMMENDS FERC ON NEW RULEMAKING TO PROMOTE COMPETITION

WASHINGTON, D.C. - EPSA President and CEO John E. Shelk released the following statement in response to the Federal Energy Regulatory Commission's issuance of an advanced notice of proposed rulemaking (ANOPR) on issues to further competition in organized electricity markets:

"EPSA applauds FERC for taking this next step in its on-going efforts to promote more competitive electricity markets nationwide."

"EPSA participated in the FERC conferences that preceded this rulemaking. Wholesale competition brings real benefits to consumers in all states regardless of retail regulatory structures. We are strongly encouraged that FERC stressed today that it is firmly focused on advancing competition in both organized and bilateral markets.

"Those who have raised concerns about organized markets should now come forward with specific and constructive recommendations. EPSA is open to considering them and will actively participate in the rulemaking announced today.

"At the same time, EPSA will continue to work with FERC, state regulators and other stakeholders to address the significant barriers to meaningful competition in states without organized markets. For example, timely implementation of FERC's Order 890 reforms is essential. In addition, the upcoming FERC-NARUC dialogue on competitive procurement should shine a bright light on on-going attempts to circumvent state competitive procurement rules just as they are needed most."
