EPSA Commends NARUC; Urges States to Consider Competitive Procurement Report's Best Practices

WASHINGTON, D.C. - John E. Shelk, president and CEO of the Electric Power Supply Association (EPSA) commended the National Association of Regulatory Utility Commissioners (NARUC) for urging state public utility commissions to consider implementing recommended utility practices in the competitive procurement of electricity supplies in a resolution adopted at the NARUC Winter Committee Meetings today. Competitive procurement refers to the process in which electricity suppliers are permitted to bid on an equal basis for the right to supply electricity to a utility and ultimately its consumers. The NARUC/Federal Energy Regulatory Commission Collaborative report, "Model State and Utility Practices for Competitive Procurement of Retail Electricity Supply" highlights best practices in the competitive procurement of electric power resources, emphasizing that strong enforcement of competitive procurement rules benefits consumers.

Shelk said, "We commend NARUC for recognizing the importance of the competitive procurement process in meeting customers' present and future needs for electricity in a responsible manner. We urge states to follow NARUC's resolution and to further implement the specific recommendations contained in the competitive procurement model state and utility practices report for utility resource decisions. This resolution highlights the need for states to implement the report's findings now, so that the capital-intensive resource projects needed across the country are done in a cost-effective manner to the benefit of consumers."


Draft Resolution on the NARUC/FERC Collaborative Study of Model State and Utility Practices for Competitive Procurement of Retail Electric Supply
The resolution urges State public utility commissions to consider implementing the Study's recommendations, where appropriate for the type of industry structure, market design, and regulatory paradigm in which their utility companies operate.
RESOLVED, That the Board of Directors of the National Association of Regulatory Utility
Commissioners (NARUC), convened in its February 2009 Committee Meetings in Washington, D.C., urges State public utility commissions to consider implementing the Study's recommendations, where appropriate for the type of industry structure, market design, and
regulatory paradigm in which their utility companies operate.
