What is EPAct?

EPAct is the Energy Policy Act of 1992. EPAct was intended to encourage the development of a competitive wholesale power market. Specifically, EPAct created a new class of "Exempt Wholesale Generators" and granted authority to the Federal Energy Regulatory Commission (FERC) to order access to wholesale transmission services.
